Administrative Staff
Executive Director: Ann Kappauf
Ann Kappauf has a degree in nursing and certification in business management.  She has over 17 years of leadership experience with nonprofit agencies.  She has been a certified instructor of Crisis Prevention Intervention, a Boy Scout troop leader and a board member of the Houston County ABC Works, Inc.  Ann lives in rural Minnesota with her husband and children.  She is also a survivor of domestic violence.


Assistant Director: Amanda Dotson
Amanda Dotson earned her bachelors degree in Psychology from Viterbo University in 2004. She has over 8 years of leadership and management experience. She has volunteered at Goodwill Industries, Family Resources and Franciscan Skemp Behavioral Health program and currently works very part time as a Mental Health Rehab Worker for Gerard Hall of Franciscan Skemp. Amanda Lives in La Crosse with her significant other. She is also a survivor of domestic violence.

Development Director: Liz Beard
Liz Beard began her employment with New Horizons in 2005 as an intern. She holds a BS in Sociology obtained from UW-L where she minored in Criminal Justice. Having survived a personal trauma and experienced the incredible effect an advocate can have on a person’s life, Liz was drawn to our agency’s mission and continues to advance the mission and philosophy with her work.

2012 Board of Directors

Joan Benson (M.E.L. & Audit Committee Chair)

Joan Benson is the manager of Government Programs Development at Group Health Cooperative of Eau Claire, working with the state and federal government to develop healthcare programs such as BadgerCare Plus and Medicaid SSI for members in western Wisconsin.  She has a degree in Medical Technology and a master’s degree in business administration from UW-La Crosse.  Joan is actively involved with community programs such as Big Brothers Big Sister’s and Nar-Anon, a support group for the family and friends of those affected by someone else’s addiction.

Nickijo Hager (Past Chair)

Nickijo Hager received her Bachelors of Science in Nursing from the University of North Dakota and her Masters from Marquette University in Milwaukee. Nickijo has served Franciscan Skemp Healthcare as Vice President for Mission and Organizational Development  since 1994. Currently, her work is grounded in organizational development specifically centered around values integration, strategic planning, organizational and team development, communication, spirituality and presence as well as health care ethics, including a 10 year collaborative, community-based project on end-of-life planning.
Deb Kramer (Secretary/Treasurer)

Deb Kramer is a 1984 graduate of Central High School in La Crosse. She is currently employed at Franciscan Skemp Healthcare as an Activities Specialist for the Organizational and Learning Department and as an Administrative Assistant within Administration. She also has a home-based business as an AVON representative. In 2004, Deb received the Wisconsin Hospital Association's Employee Pride Program award for submitting an essay on why she takes such great pride in working in the health care field. She also served seven years with La Crosse's Riverfest, five years as a chairperson and a two-year term as a Board member and she is also a committee member of Stepping Stones Resource Committee - La Crosse's Child Advocacy Center. She enjoys camping with her husband and two children, spending time on the Mississippi River as well as plenty of R&R with her friends. Deb believes strongly in giving back to this beautiful community that has given so much to her. Deb and her family reside in La Crosse.

Diedre McNeill (Audit and Fundraising Committees)

Diedre is a graduate of Henderson State University in Arkadelphia, Arkansas with a degree in Public Administration.  She worked for the Department of Treasury as an auditor before moving to Onalaska in 1997.  Since that time she has been actively involved as a community volunteer for various organizations including the Onalaska School District, the Children's Museum and New Horizons Shelter and Outreach Centers.

Shelly Skau (Chair) 
Shelly Skau works as a supervisor with Lacrosse County Human Services in the Mental Health Recovery Services section. She has her Masters degree in Clinical and Counseling Psychology and has worked in the mental health field for several years, in many different capacities. In addition to mental health services she has also provided advocacy to victims of violence and worked collaboratively with many different victim service centers. Her work also includes service to abusers regarding their abusive behaviors both on a voluntary and court ordered basis. Besides DV issues she is also passionate about cultural diversity, specifically religious diversity, education, and Earth oriented activities. She relocated to this area with her son Dylan in 2009 and is thrilled to be able to raise him in the La Crosse area. She is looking forward to further exploring the riches of the Coulee region and becoming more integrated in to the community.

Karmin Van Domelen (Fundraising Chair)
Karmin Van Domelen is currently employed at the University of Wisconsin – La Crosse in the Disability Resource Services Department.  She enjoys event planning, writing, cooking as well as some leisure outdoor sports.  Karmin believes it’s important to stay involved in community projects, especially those that serve underprivileged families.

Robin Weeth

Robin Weeth is a social worker in the substance abuse residential treatment program at the Veterans Affairs (VA) Medical Center in Tomah, Wisconsin. He received his bachelor’s degree in social work from Viterbo University and his master’s degree in social work from UW-Madison. He is a lifelong resident of La Crosse and an active member of the community.
